Councillor Richard Watters is a dedicated member of SHIFT, originally elected as a local councillor in 2017. He currently serves as the Convener of Perth & Kinross Council’s Climate Change and Sustainability Committee.

Before entering local government, Richard worked as a consultant and project manager specialising in Geographic Information Systems (GIS). Since being elected as an SNP councillor for Kinross-shire, he has tirelessly advocated for climate change and sustainability, ensuring these issues remain central to the decision-making process within Perth and Kinross Council.

Richard spearheaded the Net Zero motion before the council in 2019 and played a pivotal role in establishing the Climate Change and Sustainability Committee in 2022. His leadership has been instrumental in embedding climate action and sustainability as core priorities within the council.

Outside of his council responsibilities, Richard enjoys an active lifestyle and can often be found exploring Scotland’s mountains, lochs, and wild landscapes through hiking, biking, and kayaking. Most importantly, he takes great joy in experiencing the country’s stunning natural environment and diverse wildlife.
